The Ministry of Panchayati Raj launched the DAANVEER initiative to allow citizens to voluntarily donate computer infrastructure to Gram Panchayats across India.

Infrastructure Target: The government aims to equip nearly 2.5 lakh Gram Panchayats with computers to build trustworthy grassroots digital infrastructure.

Standardised Procurement: The app links directly to the DigiHaat marketplace, where donors purchase pre-approved computer bundles that match specific state technical specifications.

Automated System: This automated procurement process eliminates paperwork and guarantees high-quality hardware delivery.

What are the Major Challenges?

Digital Literacy Gaps: Many elected representatives and Panchayat functionaries lack adequate digital skills, slowing adoption of platforms such as eGramSwaraj, PRIASoft and ActionSoft.

Infrastructure Deficits: Despite progress under BharatNet, connectivity and power interruptions continue in remote areas, affecting real-time data uploads and online service delivery. 

Maintenance Bottlenecks: Many Gram Panchayats lack dedicated budgets for computer maintenance, software upgrades and replacement of obsolete hardware, resulting in underutilisation of digital assets.

Cybersecurity Vulnerabilities: Increasing digitisation of Panchayat records exposes citizen databases to cyberattacks, ransomware and data breaches, necessitating stronger cyber resilience.

Resistance to Change: Older Panchayat officials often continue relying on paper-based processes due to limited confidence in digital systems.

Financial Constraints: Smaller Gram Panchayats have limited own-source revenue to sustain digital infrastructure after initial installation.

Inter-State Digital Divide: Variations in digital infrastructure and administrative capacity across States lead to uneven implementation of e-Panchayat initiatives.

Poor Technical Support: Lack of trained IT personnel at the block and Gram Panchayat level delays troubleshooting and system maintenance.

Language and Accessibility Barriers: Digital platforms are not always fully available in local languages or designed for users with limited digital proficiency.

What Measures Can Strengthen Digital Panchayats?

Expand Broadband Connectivity: Accelerate BharatNet implementation to achieve universal high-speed internet access. As of April 2026, over 2.18 lakh Gram Panchayats are service-ready.

Continuous Capacity Building: Conduct periodic training for Panchayat representatives and staff on eGramSwaraj, PRIASoft, ActionSoft, AuditOnline and GIS-based planning.

Robust Cybersecurity Protocols: Implement firewalls, endpoint protection, encryption, regular security audits and cybersecurity awareness programmes for Panchayat officials.

Leverage Corporate Social Responsibility (CSR): Encourage industries and philanthropists to support initiatives such as DAANVEER for providing computers, networking equipment and digital infrastructure to resource-constrained Gram Panchayats.

Deploy Artificial Intelligence: Scale AI-enabled platforms such as SabhaSaar for multilingual meeting documentation, automated record management and decision support.

Integrate Advanced Geospatial Technologies: Expand SVAMITVA drone mapping with Gram Manchitra to improve land records, property taxation and evidence-based village development planning.

Strengthen Digital Financial Governance: Promote universal adoption of eGramSwaraj–PFMS integration for real-time fund tracking, transparent payments and improved financial accountability.

Establish District-Level IT Support Cells: Create dedicated technical support teams to provide regular maintenance, cybersecurity assistance and rapid troubleshooting for Gram Panchayats.

Adopt Performance-Based Incentives: Reward Panchayats demonstrating excellence in digital governance, transparency and service delivery through additional grants and recognition.
