Dear Madam/Sir,

I had appeared for Mock Interview from your Institute on 6th February 2019. The Mock interview was a wonderful experience for me. I had my UPSC Interview on 19th February 2019 in the afternoon session and the interview went quite well. The experience of giving interview to the esteemed panel of Aptiplus was quite helpful.

I am highly obliged to your esteemed panel and the Institute for guiding me so well.

I am also sharing my interview transcript for your reference.

The interview was in afternoon session and the reporting time was at 13:00 Hours. We had to wait at the gate and after verification of summon letter, we were asked to verify our name in the list which was grouped into panels. My roll number was last in the list and we were asked to wait in the reception according to our group. After verification of documents (10th Class Certificate and Graduation Certificate) we were asked to wait for our turn. I was last in the group so I was waiting patiently and in the mean time I was discussing with fellow candidates. We had discussion about the news paper of that day and wished luck to each other. My turn came at 16:55 Hours in the evening. I readied myself, took a long breathe and went to the Cabin of Chairman. I was asked to wait by the attendant and then the sound of the bell rang, which signaled that the wait is finally over and one of the most cherished phases in the life of UPSC aspirant has arrived. I Knocked on the door and asked permission to get in. The panel consisted of Chairman and 4 other members. In total 5 people (1lady and 4 Gentlemen). After entering I wished all the panelists and they asked me to sit down. Chairman was the first person to break the silence, the discussion had begun and it as follows:

Chairman:

Jai Jawan Kisan Mr. Nitesh! You are an apt example of the slogan, studied in Sainik School and then after did everything in Agriculture (Bachelors, Masters, Job in Agri based Company and optional also). It is heartening to see people like you coming to the UPSC and showing interest for career in Administrative field.

I would also assure you to remove all the doubts from your mind that there would be injustice to you because of You being the last candidate, We will hear you patiently and will give you equal amount of time as given to other candidates. So sit back and relax and hope to have a healthy discussion with you.

Chairman

There are reports in the news regarding the Farmers suicide and Agrarian distress, what are your views on the matter whether the problem is manmade, media made or Natural one.

Me

Sir there has been reports of Farmers suicide and agrarian distress and I do not deny the facts. The problem according to me is a mix of all the three (Natural, Manmade and Media made).

Then Chairman asks me to elaborate.

For Man Made: I said Agricultural policies were not well directed and the implementation was skewed, Agricultural extension support system was not strong, Agricultural price policies were highly skewed in favor of Cereals and not other crops.

Media Made: The media sensationalizes the issue and political parties also fan the fire to get benefits out of it. Though there have been instances of suicides from some part of the country even many suicides have been because of other reasons as well (Family problem or social tension) not always agrarian reason.

Natural Made: I said about Gamble of Monsoon, Erratic rainfall pattern, Recurring droughts, El Nino and Global warming.

So Nitesh, You are from Orissa (He says Sorry and says it is Odisha now). So, what would be the three things which would come in mind if we talk about Odisha?

Me

I said 1. Jagannath Temple of Puri, 2. Konark Sun Temple and 3. Olive Ridley Turtles. The Panelist was unaware of Turtles, the other members stepped and said that it was indeed a unique species to Odisha as it comes in lakhs of number to lay their eggs and return to sea with Young ones.

Can you say some great Historical event associated with Odisha.

Me

I said about Kalinga War. There was a bright smile on his face and he asked me to narrate the incident. I said the story and also said about Ashoka’s conversion from Chandashok to Dharmashok.

How did Ashoka help in Propagation of Buddhism??

Me

Ashoka sent his sons and daughter to Sri Lanka, He funded Buddhist Universities, He erected many Pillars in which preaching’s of Buddhism were inscribed. He patronized Buddhism and Message of Buddhism was propagated through missionaries.

If Buddhism was dominant religion then, why is it fighting for existence now

Me

The reasons are: 1. Buddhism emerged because there were lotof wrong practices in Hinduism and the Brahmanical rituals were considered must for the salvation to be attained. But later on there were lot of wrong practices which had crept in into the Buddhism and also the Hinduism revived itself to great extent. Second Reason was less patronization by the Kings.

So, Nitesh Debating is Your Hobby !!

Me

No Sir, I was the secretary of Debating club of my College during under graduation days.

Member 2

So, Nitesh you would have conducted a lot of debates then, I said “Yes”. Now the member says Ok then let us has a debate and you are asked to speak in favour of the motion. The Topic is “Rise of China – A threat to the World Order”. You have to speak for a minute.

I scribbled down some points and began to speak on the topic, after the stipulated time was over, he said to stop and continued with his next question.

What do you know about the Venezuelan Crisis?

Me

Sir, the current president is trying to usurp the constitution and not allowing the opposition parties to take over. USA has intervened and imposed sanctions because they want to protect democracy in every possible way. Moreover there is very high unemployment and inflation prevailing in the country. The law and order is quite poor in that country.

Shall we purchase oil from Venezuela or not??

Me

We are energy deficient country and we have our own requirements, Moreover we have been asked to reduce purchase Oil from Iran, in this situation assuring our Energy security should be the prime concern and we should try to negotiate a way out.

Have you heard anything of Wiki leaks?

Me

I said I have very limited knowledge on this topic and I only remember Mr. Julian Assange as he was the person responsible for wikilieaks.

What according to you are the two pressing problems the world is facing today?

Me

I said Terrorism and Poverty, then there were few questions on Terrorism and how does it affect the society at large.

Member 3 (Lady Member)

So, Nitesh Travelling is your Hobby. I said Yes Madam, and then she says I don’t think it is a useful Hobby. You have great books written by travelers, lot of travel blogs are available including there are videos and documentaries. So it is better to read/watch and save time and money. What do you say?

Me

I beg to differ from your opinion on this. It is said that:”Seeing is believing” and once we experience something it stays on forever with us. It makes us move out of our comfort zone. It helps us to make our own analysis and make our perspective of the situation, places and people which may entirely be different from authors view point. It makes us a better person and a hardy person.

So what are the challenges one would face while travelling to different places?

Me

Language Barrier, Food habits, Weather and climatic conditions, cultural changes which may be difficult to understand.

If you are appointed as District Magistrate of XYZ district and an earthquake of high intensity has occurred in your district, what would be your course of action? You have to list out 5 steps from most important to least important.

Me

1. Rescue of the Persons trapped in the Debris
2. Arranging for the First Aid and Medical Relief of the Persons
3. Enforcing law and order as generally after such calamity people create chaos.
4. Asking people to stay safely as aftershocks may be there.
5. Preparing a detailed report of the disaster and sending to Higher authorities for future necessary course of action.

Nitesh, You have extensive agriculture background as I can see. Can you please clear some of my doubts?

Ist: What is Hydroponics and process

Me

Soil Less cultivation of Plants is Hydroponics, Nutrient rich water is used to give the nutrition to plants.

Where it is used and Scope in India

Me

It has been used mostly in Laboratories and research purpose; commercially it has been done in very less number of places. Scope of hydroponics is in cultivation of Ornamental and high value crops. It has limited scope in cereal and field crops.

What is Scope of Green House/ Poly house cultivation?

Me

It is done for High value low volume crops. The above two are types of protected cultivation. It allows cultivating the crop in any season notwithstanding any climatic condition. Capsicum are available in every season that is because of protected cultivation and also we are able to have different varieties of cut flower like Rose, Carnation.

Why it is not popular throughout the country and where it is popular?

Me

It is Popular in southern states like TN, Karnataka, Telangana and in some states like Maharashtra

It has not been to able to penetrate because of:

1. High initial Cost
2. Lack of Technical expertise amongst the farmers
3. Requirement of Qualified manpower for running the cultivation
4. Non availability of power supply

What do you mean by heterosis?

Me

It is the hybrid vigor or superiority of the Offsprings over the Parent generation, it is used for plant breeding

Recently there was dastardly attacked on our CRPF jawans in Pulwama. If you have to suggest some steps to the government what would be your suggestions. You have to list Ten Suggestions

Me

Ok sir I will try to suggest as many as possible

1. Revoking MFN status
2. Making export and import duties unfavorable to them
3. Calling back our ambassador and Sending back Pakistani diplomats from India
4. Diplomatic isolation through Likeminded countries
5. Leveraging China and Russia to put pressure on the Pakistan to stop terrorism
6. Asking FATF to put them on black list
7. Precision Air Strikes
8. No Cultural/Bollywood/Movies

I was able to say this much then sir intervened and he suggested 3-4 points

1. Naval Blockade
2. Closure of Airspace from any use by Pakistan for transit
3. Fanning trouble in Baluchistan

why we have not taken action as of now. (At that point on 19.02.2019 no action was taken)

Me

(At that Point Kulbhushan Jadhav case was going on) I said we may jeopardize his case if we take any action.

No, no I don’t see any connection there; I would tell you the reason. Then he quoted a line from “War and Peace” of Leo Tolstoy, he said “ The greatest of all the weapons in the world are time and patience”. He said may be we are waiting patiently for the right time to strike Terrorist networks in Pakistan.
